Crossbreeds and mixed breeds

Crossbreeds are considered dangerous if they show the outward appearance (phenotype) of one of the listed breeds (§ 3 para. 2 HundeG LSA in conjunction with federal law).

Temperament test

Yes, mandatory for listed dogs: a passed temperament test within 6 months of keeping beginning is a requirement for keeping the dog (§ 4 para. 1); after a change of keeper, a new one within 6 months (§ 10).

Permit

A permit is required for dogs found to be dangerous in the individual case (§ 4 para. 2). Listed breeds may be kept after passing the temperament test.

Proof of competence

Yes, for keepers of dangerous dogs requiring a permit: test at the Landesverwaltungsamt (state administration office) with theory and practice, at least 75 percent each (§ 9 HundeG, §§ 5 to 7 HundeVO).

For all dog owners

No, no general proof of competence requirement for all dog keepers in the HundeG LSA (Saxony-Anhalt dog act).

Reliability and age

Minimum age 18, reliability and personal suitability (§§ 6 to 8). Walking by third parties only with an official certificate (§ 11).

Liability insurance

Mandatory for all dogs from 3 months after birth: at least €1 million for personal injury and property damage, €50,000 for other financial losses (§ 2).

Lead

For dogs found to be dangerous in the individual case, a lead requirement applies while the permit procedure is ongoing (§ 5 para. 2). The law does not name a lead requirement for listed dogs; the former rule in § 11 para. 2 was repealed in 2015.

Out and about, banned places

The HundeG LSA does not name specific bans for playgrounds, swimming pools, festivals or public transport. Municipalities and authorities can issue their own ordinances and orders (§ 14).

Who may walk the dog

Outside escape-proof properties, the keeper walks the dog personally or a person with an official certificate does so (§ 11). An identity document and the permit or certificate must be carried. During the permit procedure, only the keeper walks the dog (§ 5 para. 2).

Reporting duties

Data for the dog register without delay after keeping begins (§ 15). Change of keeper, loss, death and moving house without delay in writing (§ 12). Temperament test for listed dogs within 6 months (§ 4). Vets report biting incidents (§ 13).

Moving, holidays and visits

Without a main residence in Saxony-Anhalt and with an uninterrupted stay of no more than 2 months, no temperament test or permit requirement (§ 4 para. 3). Temperament tests from other states apply if recognised as equivalent (§ 10).

Marking on the dog

No external identification on the dog required. All dogs need a microchip, implanted by a vet within 6 months of birth (§ 2).
