Listed dogs in Schleswig-Holstein
Schleswig-Holstein has no breed list. Here you can see when a dog still counts as dangerous and which duties then apply.
What applies to your dog
A listed dog is not automatically dangerous
The breed lists refer to the breed, not to how your dog behaves. 5 of the 16 German states no longer have a breed list at all and only assess the behaviour of the individual dog. In several other states a temperament test can show that your dog is unremarkable and ease the requirements. That is why it pays to know the rules of your state.
Breed list in Schleswig-Holstein
Only behaviour counts here
Schleswig-Holstein has no breed list. A dog only counts as dangerous if it has attracted attention in an individual case.
What applies in Schleswig-Holstein
- Crossbreeds and mixed breeds
- No breed list, therefore no special rule for crossbreeds. Classification only based on behaviour in the individual case (§ 7).

- A temperament test exempts the dog from the muzzle requirement (not after biting a person). Revocation of the classification at the earliest 2 years after it was established, with a passed temperament test and veterinary assessment.
- Permit
- Yes, keeping a dog classified as dangerous only with a permit from the Ordnungsamt (local public order office); until the decision, keeping is provisionally considered permitted.
- Proof of competence
- Yes, theoretical and practical test with the dog classified as dangerous.
- For all dog owners
- No, the proof of competence test is voluntary for all other keepers; depending on the municipality, it can lead to a tax reduction.
- Reliability and age
- Full age, reliability and personal suitability required; significant previous convictions, addiction or legal incapacity are disqualifying.
- Liability insurance
- All keepers should take out insurance (at least €500,000 for personal injury, €250,000 for property damage). For dangerous dogs it is mandatory in any case.
- Lead
- Yes, outside escape-proof properties on a lead no longer than 2 metres (§ 14 para. 3); in fenced exercise areas, no lead is required.
- Muzzle
- Yes, except up to the 6th month of life (§ 14 para. 4); exemption possible after a passed temperament test, not after biting a person.

- For all dogs, lead requirement in pedestrian zones, at gatherings of people, in public buildings and on public transport, at markets, among others. Dogs not allowed on children's playgrounds, in schools, nurseries and bathing areas, among others (§ 3).
- Who may walk the dog
- Outside escape-proof properties, the keeper walks the dog personally or a person with an official certificate does so (§ 14 para. 2, 6). Permit, certificate and, if applicable, muzzle exemption must be carried and shown on request.
- Reporting duties
- When handing over the dog, state the name and address of the new keeper without delay (§ 9 para. 1). Report classification as dangerous in another state without delay (§ 7 para. 2). Moving house, death, biting incident: unknown, no information found online.

- Notes
- No breed list since 2016. The federal import ban on Pitbull-Terrier and Staffordshire-Bullterrier, among others, continues to apply.
Taking your dog on the train
Company rule: dogs without a transport box must be kept on a lead on the train and wear a muzzle. Guide and assistance dogs without a muzzle. Larger dogs pay half the fare. DB does not name special rules for listed dogs. Source ↗
These are rules of the rail companies, not laws. Regional transport operators may have their own rules.
