Listed dogs in Thuringia
Thuringia has no breed list. Here you can see when a dog still counts as dangerous and which duties then apply.
What applies to your dog
A listed dog is not automatically dangerous
The breed lists refer to the breed, not to how your dog behaves. 5 of the 16 German states no longer have a breed list at all and only assess the behaviour of the individual dog. In several other states a temperament test can show that your dog is unremarkable and ease the requirements. That is why it pays to know the rules of your state.
Breed list in Thuringia
Only behaviour counts here
Thuringia has no breed list. A dog only counts as dangerous if it has attracted attention in an individual case.
What applies in Thuringia
- Crossbreeds and mixed breeds
- No breed list, therefore no special rule for crossbreeds. A dog is only dangerous if it has been found to be so because of its behaviour after a temperament test in the individual case (§ 3 para. 2).
- Temperament test
- Yes, the basis for classification in the individual case. Rebuttal on application through a new temperament test possible at the earliest after 9 months (§ 3 para. 4, § 9); the keeper bears the costs.
- Permit
- Yes, keeping a dangerous animal or dog only with a permit (§ 4).
- Proof of competence
- Yes, a passed proof of competence test; only valid for the dog with which it was taken (§ 5).
- For all dog owners
- No, no proof of competence requirement for all keepers. The authority can order a test if the way the dog is kept could encourage dangerousness.
- Reliability and age
- Minimum age 18. Reliability (§ 6); the authority obtains an unrestricted extract from the Bundeszentralregister (Federal Central Criminal Register).
- Liability insurance
- Mandatory for all dogs: at least €500,000 for personal injury and €250,000 for other damage (§ 2 para. 5).
- Lead
- Yes, outside enclosed private property on a lead no longer than 2 metres; not in fenced exercise areas (§ 12).
- Muzzle
- Yes, outside the property a muzzle or equivalent device; not until the end of the 6th month of life (§ 12).
- Out and about, banned places
- The ThürTierGefG (Thuringian dangerous animals act) does not name specific bans for playgrounds, swimming pools, festivals or public transport. Outside enclosed private property, lead (no more than 2 metres) and muzzle apply (§ 12).
- Who may walk the dog
- Only persons who are physically able to do so and reliable may walk the dog; no other dogs alongside a dangerous dog. An identity document and the permit (a copy is also accepted) must be carried (§ 12). Care only by persons aged 18 or over (§ 10).
- Reporting duties
- Report moving house and change of keeper within 1 week, loss without delay. Report handing the dog over to others for more than 4 weeks with name and address (§ 10). Biting incident by the keeper: unknown, no information found online.
- Moving, holidays and visits
- When moving there, apply for the permit within the deadline set by the authority (§ 4 para. 2). Without a residence in Thuringia and for stays of up to 2 months, the permit and insurance requirements, among others, do not apply (§ 13 para. 1).
- Marking on the dog
- No external identification on the dog required. A warning sign at every entrance to the property or flat is mandatory (§ 10); all dogs need a chip (§ 2 para. 4).
- Microchip and register
- All dogs: transponder implanted by a vet; the identification must be notified to the authority (§ 2 para. 4). Separate register: unknown, no information found online.
- Bans
- Breeding, reproduction and trade in dogs found to be dangerous are prohibited (§ 11). Neutering requirement: unknown, no information found online.
- Tax
- If the proof of competence test is passed, a reduction in dog tax may be granted (§ 5).
- Notes
- No breed list since 2018; liability insurance and microchip apply to all dogs. The amendment of 2 July 2024 only adjusts a reference in § 15 para. 3 and changes nothing for keepers.
Taking your dog on the train
Company rule: dogs without a transport box must be kept on a lead on the train and wear a muzzle. Guide and assistance dogs without a muzzle. Larger dogs pay half the fare. DB does not name special rules for listed dogs. Source ↗
These are rules of the rail companies, not laws. Regional transport operators may have their own rules.
